This also makes it so that you can use the art in creating things with third party merch makers. While most of the vtubing scene is more relaxed in rules most of the time some merch makers require proof of commercial rights in order to make the merch you want to. It shows you own the art completely and they can't get in trouble later down the line by the artist who drew said art.

Technically or loosely legally speaking yes. While you own your character, they still own the ability to do what they wish with the art piece they created. For example, if an artist creates a poster of you and they go to an anime convention, they can sell the poster to fans. However when you buy the rights, they can not. That transfer of rights moves to you being able to sell it as merch instead. This doesn't necessarily mean that there might not be an agreement for other things between the artist and client- but in legal terms, if you paid that extra fee, then you have the ability to say "Hey this is mine now you can't or can do this, this and this." My art teacher described it as renting/owning a house. Personal use is renting. Its yours, but there are still rules you have to follow. You can't rent it out yourself to make money. However buying it as monetized/commercial rights, is like buying the house outright. You can rent it out, renovate- whatever you desire.
