@VivekGRamaswamy As an educator, I believe 4th grade is too late. Early intervention in reading must be addressed at 1st and 2nd grade. Retention in those grades allows for the student to gain the foundational skills needed with less of a psychological impact.

If kids can’t read at the end of 4th grade, then they shouldn’t graduate to 5th grade until they can. Artificially “passing” students & patting them on the back isn’t compassion. It’s cruelty.
