There’s a quiet signal buried in the new U.S. Cyber Strategy released this week. At first glance, it reads like many national cyber strategies: high-level priorities, broad principles, and familiar themes like zero trust, critical infrastructure protection, and AI-enabled cyber defense. However, the way it frames post-quantum cryptography (PQC) suggests something more. Instead of treating PQC as a distant research topic or niche cryptographic upgrade, the strategy places it alongside infrastructure modernization priorities like zero trust and cloud transformation. That positioning is interesting, because once you view PQC through the lens of modernization, the real problem changes. It’s no longer just: “Which algorithms should replace RSA and ECC?” It becomes something much more operational: • Where does cryptography actually exist across large environments? • Which systems protect long-life data that must remain confidential for decades? • How do we migrate critical infrastructure that cannot simply be replaced? • How do we manage millions of machine identities dependent on cryptographic trust? In other words, encryption modernization starts to look less like a crypto upgrade project and more like an infrastructure lifecycle challenge. Another angle the strategy indirectly raises is the role of AI. Quantum introduces uncertainty into the durability of cryptographic assumptions. AI increasingly gives us the ability to: • discover cryptographic dependencies at scale • analyze trust relationships across environments • simulate migration impact • automate pieces of cryptographic lifecycle management Which raises an interesting possibility: AI may become the operational control system for cryptographic agility. Not replacing governance, but enabling it to operate at the scale modern infrastructure requires. At Mobile World Congress this week, QuSecure was selected to present a real Tier-1 telecom deployment of post-quantum TLS. Our session, First Post Quantum Implementations in the Telco Ecosystem, featured a production case study presented by Garfield Jones, QuSecure SVP of Global Strategy and Research. QuSecure has been selected by AFWERX for a $3.9M SBIR TACFI award to deliver IL6-ready post-quantum cryptographic capabilities supporting U.S. Air Force missions. The SBIR Tactical Funding Increase (TACFI) program is designed to accelerate high-impact technologies into operational deployment readiness. Impact Level 6 (IL6) authorization is required to operate in classified (Secret) Department of Defense environments — where mission systems rely on encrypted communications across cloud, edge, and legacy platforms. As cryptographic standards transition to post-quantum algorithms, those classified systems must evolve without disrupting operations. This effort advances QuSecure toward delivering post-quantum cryptography in Secret-level environments — enabling the modernization of defense infrastructure while maintaining mission continuity. The award builds on our work with Air Force Global Strike Command and marks a significant step toward operationalizing crypto-agility across the Department of War.
