It wasn’t. I was in Cuba in 2001. It was filthy. I was a student and stayed at a Casa Particular, no fancy hotels or anything. I actually remember stomping on a dead rat in the middle of the street in Central Habana. Once, I was at the bus station in Ciego de Ávila. I went to the toilet and the filth and smell was so bad I couldn’t even take a pee because I almost puked in the act.
