Football governing bodies don’t judge intent from lip reading in isolation they look at match officials’ reports, context, multiple camera angles, and disciplinary evidence. If UEFA has moved to a 6-game ban and is even escalating it to FIFA, they’re acting on what they believe is a substantiated conduct case, not guesswork.
