Phase 1 DMC seems to be piece meal approach and not paying attention eg: the need for a Y downtown as attraction. Phase 2 better @MayorNorton

With the demise of the Y downtown, the challenge and opportunity now is for the @CityofRochMN and @DMCMN to fill the fitness gap downtown.
