@ghiacci0s I HC that he DOES have plenty of admirers, but he's one of the most stoic Generals that Seido has ever had. (He used to have Dairou throw out any 'fanmail' that he got.) I also have a HC that there are many Outworlders that basically simp hard for Seido/Seidans.

@ghiacci0s Hotaru & the rest of the Seidan refugees arriving in Outworld was probably very exciting & inspiring for certain Outworlders. Especially the ones that feel that neither Mileena nor Shao are 'disciplinarian' enough. ie: "We need leaders from another realm to set ours straight!"
