Also, some vile elements are hell bent in making this an IPS vs CAPF issue whereas this is an issue of parity, equality among all Grp A cadre.

🤣What a joke, CAPF GA bill gave cadre chance to become ADG. People were becoming ADG before but only 1 ADG for the whole cadre and people still won't see the problem in it, this bill does nothing but overturn SCs judgement.

@g12finch A Civil Service aspirant who could not clear UPSC CSE with 9 Subjective Papers and Interview can not just give CAPF AC exams with only 2 Papers and dream to match AIS level either in intellect and maturity but also in exposure and field expertise ! Am I right @GuideforAll ?

If Government implements NFFU in its true sense by amending existing RRs at par with other OGAS i.e. IAS+2 with one time exemption on other conditions except total length of service, 90% of the problems will be addressed. Another 9% problem can be addressed by a fair and reasonable Cadre review which is due since 2021. The rest 1% can be addressed by the dialogue with cadre officers. No one is against the IPS deputation, it should be fare, reasonable and two way scheme. For ADG, SDG, DG no dispute at all. This is not IPS vs CAPF. At the level of IG, if Government thinks it is inevitable, it can be managed by creating some needful posts of IPS as Ex-cadre posts without any issues. This approach will respect the Supreme court mandate a/w addressing the genuine grievance of CAPFs without removing IPS at IG level also. Though it is against the established norms of OGAS. The government should try to implement 6th & 7th CPC recommendations, Parliamentary standing committee report no. 214 led by Ex Home minister Shri P Chidambaram sir (2018) and Estimate committee report (2018) led by Dr Murli Manohar Joshi sir. If it happens then everything would be settled in a better amicable way without compromising anything, which would be the best for overall internal security. ACs of CAPFs especially from CRPF and BSF are not getting their first promotion even after 15 years is a serious concern, when I joined service, the first promotion used to be within 6 years and by the completion of 15 years an AC became Commandant (3rd promotion). In spite of winning a legal battle of multiple rounds from 2009 to 2026 in a disciplined way, their rights have been snatched, so whatever is happening is sheer frustration from the aggrieved lot, it should be addressed empathetically without further delay.. Because they have already exhausted all the legal and administrative channels since 2009 and the present Act has closed the doors of judiciary for them permanently.

Its’s high time CAPF officers are sent as SPs and SSPs. Since IPS officers are already heading CAPFs, managing their own manpower on ground clearly isn’t their strongest skill. Share your views. #ServingBrigadierAssaulted

Yes, completely agree.. The upper age limit for UPSC CAPF AC is 25 years whereas 32 years for CSE (Earlier it was 30 years). CAPF officers require tough physical strength and mental robustness along with decent intellectual acumen which is effectively judged by the examination pattern so designed. I opted for CAPF because I loved such an adventurous and challenging life. The Government of India appointed me as a Group A officer that's why I preferred it over State Group B service which I got in a very first attempt without any coaching or serious preparation. The present issue was never against any service. It was simply a fight for the right which was given to almost all Group A services, whether selected through CSE or otherwise, except 5 CAPFs. Officers like me were simply asking for the pay parity which has been systematically denied since 2009, when all other departments implemented the recommendations of the 6th CPC. I always avoided writing anything on social media or at public platforms on this matter but I have been badly hurt by the stand taken by my own government and the statements from the people of civil society like you, so at the cost of any action against me by the government, I'm responding to your tweet (for the first & last time) @imlodhi that please have some respect to the officers of CAPFs who have volunteered to serve the nation at the cost of their own life, not because they were unemployed. You have done good research on this issue, please also do one research about the calibre and professional qualifications of the officers recruited as Group A in these organisations. The government through UPSC advertised Group A entry here so please don't compare with state DySPs, who are a feeder cadre to IPS, whereas we are not feeder cadre to IPS. Our Cadre was first raised in 1961 and trained along with IPS probationers at CPTC Mount Abu, later on shifting of the CPTC to Hyderabad as SVPNPA we got that academy with the name Internal Security Academy (ISA). Our aspirations are very limited and never compared with IPS. I have many good friends in IPS and also good family relations with so many seniors. But when the system starts discrimination against any particular service it hurts, it hurts more when you have devoted your 100% to a service where leave promotions, no one is ready to give you a fair and reasonable financial parity, in spite of clear Government orders, cabinet approval and Supreme court judgement, it is unfortunate. As per NFFU scheme being a 2005 batch officer I should have been given NFSG in 2018 and SAG (IG level pay) in 2023, which is being enjoyed by the officers of 57 other Group A services whereas I am struggling and battling for even NFSG in 2026, which is even given to ancillary Cadres of CAPFs which are neither selected through CSE nor through UPSC. What to say??? A very demoralising state of affairs for the hardworking and dedicated officers. One more thing, I would like to add- I appeared for the CSE once before joining the CAPF, that too without any coaching or proper guidance, cleared prelims and scored 972 in mains, just on the basis of preparation of State PSC (Rajasthan) marginally missed for the interview, that was my very first attempt and I never appeared again for any CSE or other exams in spite of having multiple chances left. Second thing, please read CRPF Recruitment Rules which are already providing 33.33% ADG quota to CRPF Cadre, CRPF officers are getting the post of ADG since 2009. This bill has been poorly drafted, if I would have been given the opportunity, I would have prepared much better draft which has definitely satisfied all stakeholders be it MHA, IPS or CAPFs. Government is free to decide posting at the level of ADG, SDG and DG without any restriction or guidelines from the supreme court, it has simply directed to frame the RR, SR as per OGAS norms and cadre review within 6 months, which timeline has already lapsed. No bill/Act required to implement it

Is it fair comparison? How the SC judgement in r/o CAPFs is linked to number of question papers in UPSC? No one is questioning the level of exam & number of papers to get a job? CAPFs not comparing with AIS? CAPFs went to Court for OGAS. SC decided in favour of CAPFs because Govt was denying to give OGAS to CAPFs. Judgment relied on Govt documents only. Constitution is supreme. अगर ऐसा नहीं होता तो 9 पेपर पास करके सेवा में आए अधिकारी ballot पेपर पास करके आए नेताओं / मंत्रियों के नीचे काम क्यो करते? Passing toughest exam to get a job deserves appreciation & it has an edge over others, but these 9 papers don’t give whole basket of fruits to 9 papers. Can these 9 papers entitle to take away top positions (only) of 60 to 87 years old huge Deptts with indigenous cader ripe entire life in domain works? It’s violation of fundamental rights ( even if ethics & morality are kept on backseat for a moment). How Govt can pass a bill which even keeps the Courts completely out from legal scrutiny? This Bill is fit case to be reviewed by the temple of justice. It will also open door for fair opportunity. Even the constitution has undergone hundreds amendments for course correction.

CAPF AC work in the same field called National Security. IPS Officers do attachments and trainings with every CAPF separately. Attachments with Army in forward areas Does Commando Training (harder than AC recruits, check with Ustads once if you can) Does Survival Training for a week Handles real life L&O (karke dekhna crowd handling) Criminal Case Investigation Intelligence Collection and Analysis Welfare of the Manpower as they are incharge of Reserves Security duties as they are Chief Security Incharges in their jurisdiction (Including PM Programmes) Handles Cross Border negotiations with counterparts in case of posting in bordering districts Planning & Handling with Special operations And much more And all of it as a Primary Stakeholder, not as assisting force multipliers ! Aur kuch chahiye toh bata deta hu !!
