first of all, they were announced the same day at the same time via the silent hill transmission on october 19, 2022: eurogamer.net/everything-ann… so it doesn't have anything to do with sh2r. they were developed in tandem. second of all, concept art for shimizu hinako is dated for 2021, and some of the actors have said it took 3 years to film everything, so it was in production for a while. third of all, since the white claudia seems to be VERY relevant to what happens irt the town and its communication with gods, demands for sacrifice, etc... i would say that its involvement is quite important, no? almsot as if it's the root cause of a ... phenomenon... that was previously contained to silent hill, maine because the flower was believed to only grow there... but as it turns out, it grows other places, too, so the “phenomenon” CAN take place elsewhere.
