What part of the ICE agent was moving himself closer to the front of her car as she was turning don't you understand? These agents are not supposed to use use their bodies to try to stop a car and are not supposed to shoot drivers to stop someone from fleeing. He was not in harm's way when he shot her; it was clearly murder. And the entire premise of the excuse is stupid, shooting a car driven at an officer is not going to stop the car, it still has momentum. And look where it went when she was shot, not straight because she was turning.
