Because of unique "boutique" fuel requirements and a lack of inbound crude oil pipelines from the rest of the United States, California cannot simply tap into the domestic oil boom. Instead, the state is forced to rely on foreign imports to meet a growing supply gap. This dependency is accelerating as heavy-handed regulations and the Low Carbon Fuel Standard drive major refineries out of the state. With the recent closure of the Phillips 66 Los Angeles refinery and the impending shutdown of Valero’s Benicia plant, California is losing roughly 17 to 20% of its refining capacity. Projections show the state can now only supply about 80% of its own fuel needs. This leaves Californians at the mercy of global OPEC pricing and maritime shipping disruptions. The spike at the pump isn't just a byproduct of geopolitical instability; it is the direct result of state policies that dismantled energy independence and left no domestic safety net.
