They produce nothing
The government can just hire 10,000 people and say, "Look at all the jobs we created" tgat are all a net negative because they ate paid with tax payer dollars and produce nothing!

SimCity had to pretend all parking lots were underground, because the game would be "really boring if it was proportional in terms of parking lots" "We were originally just going to model real cities … We had to do the best we could do and still make the game look attractive"
