It's the standard sleeveless tunic TDCJ issues new inmates during diagnostic intake/processing. Plain white institutional clothing for uniformity, hygiene, and security photos — same as other Texas state prisons use. Not historical costume, just practical modern prison wear. Simple tunics like this have been standard in corrections for decades.
