My friend Luke asked me a question, the answer to which I'd like to share with a broader audience as it might be wondered by others. The "4-and-a-half Hour Rule", as it's known, is negotiated between the CFL and CFLPA in their shared CBA. So keep in mind as I go that this is a number, 4.5 hours, which the CFL has preferred to continue with rather than negotiate higher after all the other terms of the CBA were settled in 2022, 2019, 2015, etc. My personal opinion is that a substantially higher minimum salary could be offered by the CFL, say, $100,000, in exchange for increasing this number, but increases in the minimum salary have been very incremental, often lagging inflation or just keeping pace since the start of the modern salary cap era. A "step-change" in the minimum is still eagerly awaited by the players, I am sure. But, getting back to the 4.5 hour rule, how does it work? Generally speaking, you will have 4 days of practice ahead of a game. Days 1, 2, and 3 are normal practice days, the last day before the game, day 4 being a light "walk-through", which still sees a warm up and a bit of motion, but most often no full speed or hitting. You will see most players arrive at their facilities between 6am and 8am on days 1-3, sometimes later on day 4. A few are in before 6am, and a few a little after 8am. Morning activities include treatment/therapy, workouts, taping, and often "players only" positional video study sessions, all done outside of the 4.5 hour window. Players are expected to be taped and ready for practice ahead of 9am when the team meeting starts. 9am is also when the 4.5 hour clock starts ticking. Team, group, and positional meetings cover the next 2 to 2.5 hours. Then the players head out for practice with about 10 minutes of transition time between. Practice runs generally from 11am or 1130am to 1:30pm when the 4.5 hour clock is over. Many coaches have watches that do not work well and most teams remain on the field past 1:30pm. Some players or positional groups do additional conditioning or group or individual work on the field until around 2pm. Then lunch! I believe all teams have a catered lunch now. Then you will often have positional tape sessions from 2pm or shortly after to allow for lunch, to sometime after 3pm. After that, showers, therapy, most players will do hydrotherapy as well. Sadly, most players don't get to shower while being paid! Most people are out by 4pm. But most are in by 7am. About a 9-hour day. Day 4 is shorter. Most are out by 2pm or so. Maybe a 6 or 7 hour day. Game day sees most players arrive at least 2 hours early before early-outs and warm-up. About a 7 hour day on game days. Day 6 is rundown and game tape review. Maybe 4-5 hours, longer with therapy. If it's a 7 day week, day 7 is a day off. Most players come in for hydrotherapy, therapy and rehab, or workouts. Maybe 2 hours. Not counting any work at night, film study at home, etc, it's a 40-48 hour work week, 60+ at the high end. So much for the 4.5 hour rule! But I agree to some extent with Luke that allowing more mandated time for team meetings could improve the product even further. We could go from 20-year-highs for scoring, like we have right now, to 30 or 40 year highs! If the CFL is in the mood for radical change, they should make an overture to the players offering them a substantially higher minimum salary in exchange for some more meeting time.

Well I’ve got you here is it your belief that despite being paid a minimum of 70k for 6 months of work (many paid more) it’s too much to ask players to be in the facility more than 4.5 hours per day? Assuming there is 2 hour practice in there, 30 mins before to tape and dress and 30 mins after to shower. That leaves 1.5 of meeting time! Maybe this is the biggest issue the league faces! Union ideals have restricted players ability to have appropriate time with coaches and full team! Leading to inconsistent product. The same rules have also been extremely detrimental to the development of Canadian players! Now it’s time for my Tin hat moment… maybe it’s the union that caused all these changes! I mean look at you currently, quoting BS stats that are nonsensical from a ridiculous Facebook post! You want to be honest with why the changes are here. The players Union indirectly have played a massive role!

For just a tiny fraction of this money we could have had CFL teams in Halifax, Quebec City, Kitchener, London, Saskatoon, Kelowna, Victoria, Prince George, Langley, Windsor, Kingston, and Moncton with 10-year fully funded operating subsidies and also quite a few more icebreakers.
