With colleague CS, Hon. Geoffrey Ruku (Public Service, Human Capital Development & Special Programmes), we presided over the signing of the Public Officers Medical Scheme Fund (POMSF) contracts and the launch of Social Health Authority (SHA) biometric registration for dependents aged 7–17 years, a significant step towards strengthening Universal Health Coverage (UHC). The signing follows successful tariff agreements between SHA and contracted Level 3–6 private and faith-based healthcare facilities, paving the way for seamless access to healthcare services for public officers and their dependents. Beneficiaries will now access comprehensive medical care, including specialized treatment, without unauthorized co-payments. Facilities that violate the agreed terms will face sanctions. We also launched biometric registration for dependents aged 7–17 years, backed by the deployment of more than 8,000 biometric scanners and 42,000 digital devices across public health facilities nationwide, thereby expanding the national digital health ecosystem and enabling secure patient identification, better record management and more efficient service delivery. The event culminated in the signing of the POMSF Implementation Charter and adoption of the agreed tariffs, marking the transition from negotiations to full implementation and reaffirming our commitment to accessible, accountable and efficient healthcare for all public officers and their families. The ceremony brought together Principal Secretaries Dr. Ouma Oluga (Medical Services), Ms. Mary Muthoni (Public Health and Professional Standards), Dr. Jane Imbunya (Public Service), Director-General for Health Dr. Patrick Amoth, Council of Governors Vice Chairperson and Tharaka Nithi County Governor Muthomi Njuki, SHA CEO Dr. Mercy Mwangangi, representatives of public unions, KUPPET officials, Chief Executive Officers of public referral hospitals, healthcare providers from private and public facilities, and other key stakeholders.

A Journey of Resilience and Determination: The Inspiring Story of Godfrey Omondi Ogollah On December 4, 2025, Godfrey Omondi proudly walked across the graduation stage, another milestone in a remarkable journey defined by resilience, discipline, and an unwavering commitment to personal and professional growth. His story is one of rising above challenges, continuously reinventing oneself, and proving that with consistency, anything is possible. Godfrey’s path in healthcare began with a Diploma in Medical Imaging Science, where he first discovered his passion for patient care and diagnostic excellence. Eager to deepen his expertise, he advanced to earn a Bachelor’s Degree in Radiography, cementing his place in one of the most demanding yet impactful fields in medicine. But his thirst for knowledge and leadership didn’t stop there. Recognizing the need for strong management within the healthcare sector, he pursued a Master’s Degree in Health Management, equipping himself with the skills to influence systems, teams, and outcomes beyond the imaging room. During the KMTC 94th graduation ceremony, he added another feather to his academic cap: a Higher Diploma in Health Profession Education. This milestone not only expands his professional capabilities but also reflects his dedication to shaping the next generation of healthcare professionals. Godfrey’s academic path is not just a collection of certificates, but a testament to determination, focus, and the belief that growth is a lifelong journey. Along the way, he has embraced challenges, adapted to change, and risen stronger each time, proving that true resilience is built step by step. As he graduated once again, Godfrey hoped that his story will insipire others to keep going, keep learning, and keep believing in the power of persistence. Health Cabinet Secretary Hon. Aden Duale has announced the Ministry’s plans to review and upscale packages under the Social Health Authority (SHA) program. The initiative comes in response to feedback from Kenyans requesting improvements, particularly in oncology services. Hon. Duale revealed that the Ministry is working closely with the Benefits Package and Tariffs Advisory Panel to ensure that the revised SHA packages are fair, evidence-based, affordable, and financially sustainable, in line with the government’s Universal Health Coverage (UHC) agenda. A key focus of the review is the oncology package, currently capped at Ksh 550,000. Many Kenyans have requested an increase, citing the high costs of cancer treatment. The announcement was made as Hon. Duale presided over the annual convention of the Kenya Association of Private Hospitals (KAPH) in Nairobi. He reassured stakeholders that the Ministry remains committed to making the SHA program effective in delivering quality healthcare to all Kenyans. Speaking to delegates, the CS highlighted the 5th Administration’s UHC agenda, focusing on a skilled workforce, innovative financing through SHIF, secure locally made health products, and a fully digital health system. He urged the private sector to partner with government in raising standards, protecting patients, securing facilities, and improving medical training. The KMPDC is being strengthened to license based on safety and minimum standards, accelerating quality healthcare. Digital health adoption will help eliminate unqualified practitioners and fraud, while foreign specialists will be engaged only for verified local shortages, with time-bound approvals linked to skills transfer. The convention culminated with the launch of the KAPH Anti-Fraud Policy, a key step in self-regulation aligned with SHA, Digital Health Authority, and KMPDC frameworks to curb fraud, waste, and abuse.

Hosted the Kenya Association of Private Hospitals (KAPH), led by Dr. Erick Musau, for strategic talks on strengthening partnerships in delivering Universal Health Coverage (UHC). I reaffirmed SHA's enforcement of the bed capacity access rule to uphold dignity, efficiency and quality care, urging all providers to update their data with KMPDC to avoid service interruptions. We are cracking down on facilities, public or private, that compromise standards or exploit the system. The Ministry stands with providers committed to integrity and excellence. I cautioned against fraud, especially the misuse of OTP pre-authorization codes, which undermines system trust. We are also engaging the Council of Governors and relevant ministries to streamline licensing and reduce regulatory overlaps. We remain committed to fast-tracking the Quality of Healthcare and Patient Safety Bill, central to delivering dignified, affordable and timely care under UHC. To scale up the Taifa Care model, I urged private providers to engage transparently, take joint responsibility and champion innovation in digital health and community outreach. KAPH proposed quarterly engagements to support the UHC journey. I was joined by Principal Secretary for Public Health and Professional Standards Ms Mary Muthoni, SHA Chairperson Dr. Abdi Mohamed, CEOs Dr Mercy Mwangangi (SHA), Eng. Anthony Lenaiyara (DHA), Presidential Advisor on Health Dr Daniel Mwai at a meeting also attended by CEOs Rashid Khalani (Aga Khan University Hospital), Toseef Din (M.P.Shah Hospital), George Salib (Coptic Hospital), Dr. Aysha Edwards (AAR Hospital) among other C.E.Os.
