MEDIA BLACK-OUT! The oral arguments on the consolidated petitions questioning the constitutionality of the ballooning unprogrammed appropriations (UA) in the 2024, 2025 and 2026 GAAs of the Bongbong Marcos administration lasted nearly 6 hours before the Supreme Court PH earlier today. But there's not a single mention in the mainstream media of the incisive questioning made by Senior Associate Justice Marvic Leonen that peeled off the layers of glaring violations made by Congress and President Marcos in violating the key provisions of the 1987 Constitution regarding the exercise of the power of the purse that paved the way for massive corruption through insertions in the bicameral conference committee. Solicitor General Darlene Marie Berbarabe struggled throughout the first day of the oral arguments trying to defend the government's position that the practice of allocating a bigger budget to UA was a valid exercise to give the government flexibility in fulfilling development needs. Even though the coverage of the session before the En Banc session was audio only, it was easy to imagine SolGen Berberabe sweating under her judicial robes because of the surgical emasculation that Justice Leonen's interpellation had done to demolish her defense as counsel for the government. It did not help that the Amicus Curiae invited by the Supreme Court — former NEDA secretary and economist Solita Monsod, former Senate President Franklin Drilon, former DBM secretary Butch Abad and Monetary Board member Benjamin Diokno — uniformly expressed adverse views on the apparent excesses and abuse by Congress and President Marcos, Jr. The oral arguments turned out to be a lashing against the palpably illegal acts of Congress in ignoring fundamental fiscal discipline to ensure that public funds are efficiently utilized to contribute to national growth. The practice of unprogrammed appropriations is not illegal per se, but Congress took it to excess that it became the new pork barrel that allowed politicians to rape and plunder during the last three years. During the interrogation by Senior Associate Justice Leonen, it was also revealed that President Marcos was aware of what was happening every step of the way in the issuance of SAROs for the disbursement of funds for the pork barrel. President Marcos is primarily to be blamed for this mess. //Politics and More facebook.com/share/p/1Cncgv…

This report should ring alarm bells far beyond the Gulf. This latest development signals a major shift in global security dynamics, not just a Middle East development. If the U.S. is committing significant missile resources to the war in the Middle East, it exposes limits in its military capacity and attention. Manila should carefully take note. What is being revealed here is not just another episode in a distant war (the Middle East War). It is a warning that the strategic architecture of East and Southeast Asia is already being quietly but profoundly rearranged. If Washington is indeed preparing to commit the bulk of a key category of long-range stealth missiles to the war in Iran, then the Indo-Pacific must confront an uncomfortable reality: U.S. military bandwidth, munitions depth, and strategic attention are NOT infinite. The deeper implication is this: security guarantees that US Asian allies and partners like the Philippines, once treated as solid, automatic, and ever-available, now look far more uncertain. The old assumption was simple—America could fight in one theater and still fully deter in another. But wars consume not only money and attention; they consume missiles, platforms, readiness, logistics, and political stamina. Reports have stated that both the intensity of the Iran war and signs of strain, including the downing of a U.S. fighter jet, and the broadening operational burden on U.S. forces. In this regard, Manila must take note. The traditional security architecture in East and Southeast Asia is no longer as stable or reliable as before. - U.S. resources are finite, and simultaneous conflicts strain its ability to respond elsewhere. - Long-standing assumptions about automatic and full U.S. security guarantees are now more uncertain. - This creates risks for frontline states like the Philippines that rely heavily on U.S. military assistance. For Manila, this is especially serious. The Philippines has leaned heavily on the belief that strategic proximity to Washington automatically translates into dependable deterrence. But if U.S. high-end munitions are being drained in the Middle East, then any contingency in the disputed South China Sea (SCS) must be viewed through the lens of scarcity. That does not mean the military alliance is diluted. It means dependence without strategic self-awareness is DANGEROUS! A country, like the Philippines, on the front line cannot afford to think in slogans while the great power it relies on is burning through stockpiles elsewhere. Indeed, Asia is entering a more fluid and unforgiving era. The age of assuming permanence in the regional security order is over. The age of strategic adaptation has begun. And that adaptation should include three sober realizations: - Overdependence is a liability. Countries that outsource too much of their security to a distant power may discover, in the decisive moment, that global wars reorder priorities overnight. - Industrial capacity is now a strategy. Missile production, logistics resilience, and replenishment timelines matter as much as diplomatic communiqués. - Diplomacy is no longer optional. States like the Philippines in East and Southeast Asia must reduce unnecessary flashpoints, as betting everything on an external military dependence amid simultaneous crises is RECKLESS! In short, this is not merely about Iran. It is about the shrinking margin of certainty in the entire U.S.-led security system and military architecture. The message is stark: when an empire spends heavily in one theater, every other theater feels the tremor. And in that tremor, the old certainties begin to crack. What we thought was unshakable is now unmistakably unstable. The Indo-Pacific region is entering a more uncertain era in which countries must rethink their dependence, strengthen self-reliance, and prioritize diplomacy. So, what’s important for the Philippines is to gain CLARITY amidst these geopolitical realities.
