*A Decade of the Arbitral Victory: Honoring a Landmark Triumph and Renewing the Nation's Commitment to the Rule of Law* As the Philippines marks the 10th Anniversary of the landmark 12 July 2016 Arbitral Award on the South China Sea, a House Resolution has been filed in the House of Representatives to commemorate this historic milestone, honor the country's legal and diplomatic victory, and reaffirm the nation's sovereignty, unwavering commitment to international law, the United Nations Convention on the Law of the Sea (UNCLOS), and the peaceful settlement of disputes. House Resolution No. 1013, introduced by Representative Antolin A. Oreta III, recognizes the significance of the 2016 Arbitral Award as one of the most consequential legal victories in Philippine history. The ruling affirmed the Philippines' maritime entitlements under international law and reinforced the rules-based international order governing the world's oceans. The measure has likewise advanced in the legislative process. The House Special Committee on the West Philippine Sea, chaired by Representative Antolin A. Oreta III, adopted the Resolution on 25 May and subsequently approved and filed the corresponding Committee Report for consideration by the House of Representatives. The measure is now pending plenary action upon the resumption of session. The resolution calls upon all sectors of society—including government institutions, the academic community, civil society, youth organizations, and the Filipino people—to commemorate the milestone through activities that promote awareness of the Arbitral Award, respect for international law, and a deeper appreciation of the country's maritime heritage. Dy III on Wednesday reaffirmed the House of Representatives’ commitment to building a more inclusive and accessible institution as it launched the Diwang Yakap project, an initiative aimed at improving mobility and support for persons with disabilities, senior citizens, employees, visitors, and others requiring assistance. Under the project, wheelchairs will be made available at strategic locations across the House complex to help individuals move more freely within the premises, while ongoing infrastructure improvements will further enhance accessibility throughout the institution. “Today we affirm a foundational truth. Every single Filipino deserves to be seen, valued, respected and given an unhindered path to reach their full potential,” Speaker Dy said in a message delivered by Office of the Speaker Deputy Secretary General Atty. Addressing the employees and officials of the House of Representatives Secretariat led by Secretary General Cheloy Velicaria-Garafil during the Monday flag raising ceremony, Rep. Villafuerte said disaster resilience and preparedness has become one of his advocacies because the Bicol region experiences 22 to 28 typhoons every year and is heavily impacted by weather disturbances. Sa matatag na hangaring ipagpatuloy ang pagsusulong ng mga panukalang batas na tumutugon sa tunay na pangangailangan ng sambayanang Pilipino, tumugon ang House of Representatives sa direktiba ni Pangulong Ferdinand R. Marcos Jr. at nagpulong sa unang special session ng 20th Congress noong June 17, 2026. Ang naturang special session ay ipinatawag ng Pangulo sa bisa ng Presidential Proclamation No. 1318 upang agarang talakayin at maipasa ang mga prayoridad na panukalang batas na magpapalakas sa sektor ng edukasyon, kalusugan, nutrisyon, social protection, at mga serbisyong nakalaan para sa mga komunidad na higit na nangangailangan. Bago pa mag adjourn sine die ang First Regular Session ng Kongreso noong June 3, 2026 ay naaprubahan na ng House ang kabuuang 229 na panukalang batas, kabilang ang mga partikular na panukalang nakasaad sa Presidential Proclamation No. 1318.
