@thee_frozy @Lorelei_boss Way I see it, both Rover's and Ciaccona's outro do not benefit Phoebe unless they use moonlit clouds set, so it's really a use case matter. Rover for single bosses and Ciaccona for waves

@NotTimelyPeeb @Lorelei_boss i mean if its just that, wouldnt shorekeepers buffs still outweigh hers? Srover can also apply frazzle every wave as ciaccona literally has zero buffs for frazzle just the stacks
