@_claypot That, of course, is the Watsonian explanation, the Doylist explanation is that Genius Sonority didn't have the dev time to learn how to program random encounters in the game.

@sgaragarru87 Probably because of the controversy with his voice actor. He got recast in Remaster though so I suppose they could have used the new guy, but it may have been too late at that point.
