Why this matters - Abdi Madobe is a Commander in the SSC-Khatumo military. According to the UN Security Council Panel of Experts report (S/2025/777) states: Al-Shabaab “has already deployed fighters into North-East State in 2025 — including 200 operating under the leadership of Abdi Madobe, a long-serving senior commander in the region.” So why was a foreign-government-linked political message tied to this exact conflict being delivered at a rally in Minneapolis by an unregistered Foreign Agent of Somalia? Somalia’s Defence Minister labels the opposition in Mogadishu as “foreign agents”, linking them without evidence to the RSF in Sudan! This is a dangerous escalation in rhetoric from a figure previously removed from the Foreign Ministry, and widely regarded as having a track record of leveraging anti-UAE/Western sentiment for domestic political positioning. More broadly, the narrative appears to reflect a familiar pattern in Somalia: framing internal political instability through the lens of external conspiracies in order to create a political distraction to the chaos engulfing the failed state. By negligently invoking the situation in Sudan and actors such as the UAE, attention is shifted away from the more immediate realities on the ground in Mogadishu, where the government continues to face serious governance & security challenges.
