Augustus straight-up punished celibacy and childlessness because too many high-status Roman men were opting out of marriage and pumping out heirs
They had actual laws (Lex Julia, Lex Papia Poppaea) that financially rewarded early marriage and multiple children. Roman society was so hypergamous and status-obsessed that a huge chunk of men were getting priced out of the marriage market, so the government had to step in and tax the fuck out of the ones who stayed single
