@MichaelMaiello Yes, but who would do that? Agree, its a blunt instrument, but as residents of the zone we he also have a lot to gain from less traffic, smog, safety, better transit

@learmonth Because zone residents aren't exempt, the incentives are messed up. It's free to drive from our block to Union Square, which is bad, but it costs to take an out of town trip, which doesn't create local congestion.
