The concept of Völkerabfälle comes from the 19th-century writings of Friedrich Engels and literally means “remnants” or “waste of peoples.” Engels used the term in 1849 to describe small nations or ethnic groups that he believed were historical leftovers of older populations that had been conquered or absorbed by stronger neighbors.
