Justice Gorsuch's opinion refers five times to "nitrous oxide" (aka laughing gas) rather than the entirely different chemical compound -- smog-causing "nitrogen oxides" -- actually at issue in the case.

There is a lot to digest here, but I think we already knew the broad parameters of what the final rule would look like. As is so often the case these days, one needs to watch what individual states are doing, in addition to the SEC.
