Happened at least twice. Alan Scott was meant to show up on Legends of Tomorrow, but he turned out to be off-limits, and was replaced with Hourman. Years later, there was an attempt to add the Green Lantern emblem to Diggle's Spartan suit on Arrow season 8. Also vetoed.
