The TEA's financial accountability system shows that districts prioritize instruction over admin with 92% of districts, responsible for educating 98% of students, receiving the highest or second highest rating for the ratio of their instructional costs to their admin costs.

Lawmakers gave public schools new money in 2019 trusting that districts would spend it wisely. They did just that with 81% going to non-admin pay, either raises or new positions, and just 1.93% going to central admin pay, including both the cost of raises and new positions.

Like lawmakers, TX school districts prioritize teachers, the most impactful factor in student success other than parents. That's why teacher pay is the largest expense in school districts across the state and central admin pay is the smallest portion of district payroll budgets.

Like lawmakers, Texas school districts prioritize students when budgeting, spending more than 91% of their budgets on expenditures that are directly related to students and just 3.29% of their total expenditures on administration costs.
