@elonmusk “NGOs caused homelessness” is a wild take. Housing shortages, insane rents, and broken healthcare did that. Blaming helpers for systemic failure is just lazy economics.

If you pay organizations per homeless person, you get more homeless people and the NGOs fight hard to maximize the homeless population. Whatever you incentivize will happen.
