Did you identify the well and its location and send the information to the current well owner? It looks like it was properly capped and grouted long ago but corrosive fluids have eroded the grout and pipe. Once a well is properly shut in and sealed it’s not required that it be inspected again. This is very unusual and your best course of action is to take the time to properly notify either the owner or the state oil and gas regulators and give them precise information on the well’s location, preferably using GPS coordinates so that they can take action to re-seal it. There are government funds available for fixing this sort of thing.
