On Monday, March 23, 2026, Grover Beach Police Department members were honored in front of the City Council for saving a life while on duty in 2025. It was a wonderful night to honor them all in front of friends, family, and colleagues! The award recipients, all wearing red medals, were honored for two different lifesaving incidents occurring in 2025. Officer Akai Reyna, far left, was honored for performing lifesaving CPR on an arrestee who had a medical emergency during transportation to the jail. After removing the arrestee from the rear of the patrol vehicle, Officer Reyna performed solo CPR for several minutes until fire and paramedics arrived and confirmed that a pulse had been restored. The arrestee was treated at the hospital and later released. Senior Police Officer Walid Elsayed (to the right of Officer Reyna), Commander Nelida Aceves, Detective Joshua Ruiz, and Community Service Officer Randy Gonzalez earned a lifesaving medal for saving the life of an arrestee who attempted to strangle himself while in custody. The arrestee slipped his handcuffs to the front and attempted to strangle himself with a seatbelt. The team of officers worked together to cut the seatbelt wrapped tightly around the neck of the arrestee in the rear of the patrol vehicle. They were successful and provided medical treatment to the arrestee, who was later treated at the hospital. Had it not been for the actions of all of these officers, two lives would've been lost. Please join us in congratulating all of them for a job well done!

Kiwanis + Drones = Fun Day! Sergeant Matt Goodman joined the Kiwanis of Greater Pismo Beach recently to highlight GBPD's drone program. As you may know, GBPD has been at the forefront of police drone programs for several years now. The drones and pilots help keep our officers and our community safe each day. A member of the Kiwanis Club emailed Chief Munro and said, "Detective Goodman's presentation was very informative and enjoyed by the club". Good job, Sergeant Goodman, and thank you to the Great Kiwanis Club of Pismo Beach for the invite!

In Grover Beach, we're prepared! Last week, your City of Grover Beach team participated in an Emergency Operations Center drill. The drill focused on handling a flood emergency originating at the Lopez Lake dam. We're happy to say that the team performed well, and we received positive feedback from the scenario auditors. We'd like to thank the members of the XSL Incident Management Team who assisted with this exercise.

Congratulations to Detective Sergeant Matt Goodman — 2025 Officer of the Year! The Grover Beach Police Department is proud to recognize Sergeant Matt Goodman as our 2025 Officer of the Year. Sergeant Goodman exemplifies dedication to the department’s purpose and consistently goes above and beyond in service to our community and team. He has played a key role in securing critical grant funding, including funding for a new police motorcycle and a Tahoe patrol vehicle. He successfully managed the department’s transition to the e-citations program and is currently leading the transition to the Taser 10. Always willing to adjust his schedule to support department operations, Sergeant Goodman maintains a positive, can-do attitude and serves as a mentor to many. He continues to guide and support the police officers' association and leads the department’s drone unit, where he is widely recognized as an expert in drone operations. We are grateful for Sergeant Goodman’s leadership, professionalism, and commitment to excellence. Well deserved—congratulations!

EMPLOYEE OF THE YEAR! Chief Munro is proud to recognize Michaela Basanese as our civilian Employee of the Year for her outstanding dedication and commitment to the Police Department and our community. Michaela plays a key role in planning, coordinating, and cleaning up nearly every department event, including the Drone Pilot Youth Academy, Grover Beach Night Out, Movie in the Park, Trunk or Treat, Coffee with a Cop events, department luncheons, and employee wellness initiatives. She also manages a large portion of our social media presence, capturing photos and videos that help tell our story. All of this is in addition to her primary responsibilities as a crime analyst, managing grant funding, assisting Detectives with investigations, and supporting the Commanders and Police Chief with special projects. Michaela consistently brings a positive attitude and is always willing to help supervisors, coworkers, and members of the public in any way she can. She is truly an incredible asset to our organization and very deserving of this Employee of the Year award. Thank you, Michaela, for everything you do!

MEDIA RELEASE Domestic Violence Suspect Arrested after SWAT Team Activation Grover Beach, CA—On Saturday, January 24, 2026, Grover Beach Police Officers responded to a domestic violence situation that occurred in the 600 block of North 12th Street. Officers contacted the female victim at a local hospital and determined a felony domestic violence had occurred. Patrol Officers attempted to arrest the male suspect at his residence on North 12th Street. The suspect refused to come to the door. During the investigation, officers determined a small child was inside the home with the suspect. For safety reasons, the San Luis Obispo Regional SWAT Team was activated. This regional team is a multi-agency partnership that includes the Grover Beach, Paso Robles, San Luis Obispo, Cal Poly, Morro Bay, Pismo Beach, and Arroyo Grande Police Departments, along with California State Parks. Once the SWAT team was deployed, negotiators talked the suspect into a peaceful surrender. He exited the residence with the child and was taken into custody without incident. The child was turned over to a family member and was uninjured. 34-year-old Grover Beach resident Lorenzo Zamora Torres was arrested. He was booked into the San Luis Obispo County Jail for domestic violence, assault with a deadly weapon, and violation of a restraining order. In situations like this, the Grover Beach Police Department regularly relies on the assistance of our neighboring public safety partners. We are sincerely grateful to the San Luis Obispo County public safety agencies that provided support during this incident.
