@Dragoon581898 @cb_doge You first have to build the landing platform. Then the foundation for the base. Solar Arrays may not need to be on more than moon surface and soil. But everything robotic will need ground.

@Hartzing @cb_doge Mass drivers need electricity, not chemical rocket fuel. Solar power can handle that. Starship payloads can bring the seed equipment; the first panels, robotics to begin to build factories, then scale solar arrays exponentially using materials already on the moon.
