#ThrowbackThursday; HiiL recently held the Triangulation Workshop for the Justice Needs Survey on crime and crime prevention with our Reference Group members. These included representatives from the Governance and Security Programme Secretariat/JLOS, Uganda Police Force, UNODC Uganda, Justice Centers Uganda, Uganda Bureau of Statistics (UBOS), The Legal Aid Service Providers Network (LASPNET), Uganda Law Society and the Judiciary of Uganda.
The JNS 2024 study is focused on crime/crime prevention, detailing people’s experiences about crime, safety, victimization, reporting and their perceptions of the criminal justice system and actors in Uganda. We thank all the participants for the great discussion and taking time from their busy schedules to attend this meeting! “Our first place of refuge when we have a problem is the area LC. I could not run to the police first, because
the police could have asked me to go back and collect a referral letter from the Local Council Chairman. Besides, since the LC1 Chairman was also a resident of the village, he knew that the land belonged to me, so he was my number one back up on the side of the law.” Said one of the respondents from the JNS survey. Land, domestic violence, crime, family problems, debt, and disputes between neighbours are the most frequently occuring problems by the users of Barefoot Lawyers. According to Barefoot Lawyers most of the individuals from this sample are residents of rural areas. Land is a critical resource for those who are occupied in susbsitence agriculture. Disputes over land rights and tenure are essentially livelihood conflicts. People with lower education are more likely to report land problems. Men also encounter more land-related legal problems compared to women.
Domestic violence is a significant problem in rural Uganda. Close to one in three of the respondents from the Barefoot Lawyers’ sample report domestic victimization. There is no significant difference in the experience of domestic violence between men and women which is counterintuitive to the notion that domestic violence affects mostly women.

The Jenga Haki Lab 2023 is the HiiL Innovation Hub’s 5-week ideation programme which was implemented regionally in Kenya and Uganda. It entailed the Call for Application process for Justice Innovators, a series of Lab trainings and the Jenga Haki Festival where the Jury evaluated the pitches and prototypes presented to them and picked the ones most deserving of the grant awards. HiiL implemented a post-programme support plan to monitor the startups' growth and further develop the pipeline for those ready for incubation in the near future.
