President William Ruto confirmed that Energy and Petroleum Regulatory Authority Director General Daniel Kiptoo, Kenya Pipeline Company Managing Director Joe Sang, and Petroleum Principal Secretary Mohamed Liban had all resigned. The announcement was communicated through a letter from the Office of the President signed by Head of Public Service Felix Koskei and dated April 4, 2026. According to the statement, the exits followed internal decisions made by the respective institutions, even as pressure mounted over the unfolding controversy. Disciplinary action has been launched against Deputy Director Joseph Wafula and Supply and Logistics Manager Joel Mburu as part of ongoing administrative processes. The developments come shortly after the arrest of the senior officials by the Directorate of Criminal Investigations over claims linked to the importation and distribution of substandard fuel. Investigators are focusing on a shipment carried by the vessel MV Paloma, which was reportedly meant for Angola but later redirected to the Port of Mombasa under unclear circumstances. The fuel is said to have entered the local market despite concerns about its quality. Early findings suggest the cargo, believed to have originated from Saudi Aramco, may have been overpriced by more than Ksh4 billion and did not meet required standards. The case has raised questions about possible financial losses and the safety of fuel supplied to Kenyan consumers as investigations continue.
