Sen. Jackson said, “If this bill dies today, nothing changes.” Exactly. And that’s the problem. Status quo isn’t neutral. It leaves inequities in place for thousands of public school students. Doing nothing is still a decision. Just not the right one.

HB 1423 status check: The facilities opt-out protects financial stability and avoids bond covenant issues. IPS has the same opt-out. Any school that opts out simply doesn’t receive capital dollars.

Related to HB 1423... More fear-mongering: blaming last year’s SB 1 for IPS’s current financial issues. Reality check: SB 1 has had ZERO impact on IPS’s current budget.

Any property tax sharing so far applies only to growth in assessed value — not existing revenue. No major spike in assessed value? No major revenue shift. Given the numbers, there is NO WAY this minimal, property tax sharing caused IPS’s financial troubles. Clearly.

Lots of claims that HB 1423 “removes” IPS Board control. Not true. Under the bill, the elected IPS Board retains full authority over curriculum, staffing, contracts, and school operations.

Here’s another one to set right. Sen. Qaddoura claimed 75% of students in IPS are under IPS Board control. Not true. Again. Only about 38% of students who live within IPS boundaries attend a school directly run by the IPS Board.

Sen. Qaddoura says New Orleans is “moving back to the district” as a warning against HB 1423. Not accurate. New Orleans remains almost entirely charter-operated under district oversight. A change in governance isn’t a rollback of charters.
