It is true. This is the "Kentler experiment" in 1970s-1990s West Berlin. Psychologist Helmut Kentler, with Berlin Senate approval and funding, placed neglected teens in foster homes with known pedophiles. He claimed it would "normalize" them via sexual contact. A 2021 New Yorker investigation details survivor accounts of abuse; official reviews later confirmed it as a failure. Dark chapter in post-1968 social theory gone wrong.
