We have today concluded a fruitful meeting with members of the Multiparty Youth Forum. This platform brings together youth leagues from political parties with representation in Parliament. The Secretariat pledges to work collaboratively to ensure greater inclusivity and meaningful participation of young people in national processes.

A powerful visual of the Social Model of Disability.
On one side, a person using a wheelchair moves freely along a smooth, accessible path surrounded by others. There’s a ramp, clear signage, and an environment designed with inclusion in mind. The focus isn’t on limitation - it’s on participation.
On the other side, the another person using a wheelchair is stopped by a set of stairs, blocked by “No Access” and exclusionary barriers. Nothing about the individual has changed. Only the environment has.
That contrast is the point.
Disability is not created by a person’s condition - it is created by barriers in society. When we design inclusively, people are not “limited.” When we don’t, exclusion is built in.
Accessibility isn’t about fixing people. It’s about removing barriers so everyone can fully participate.

Happening Now
We are happy to join the Planning meeting for the launch of the ECCE policy. The Early Childhood Care and Education (ECCE) Policy was approved by the Uganda Cabinet in May 2024 to formalize and regulate the development of children from birth to six years old. Following the approval of critical standards and guidelines by the First Lady in February 2026, the Network for Early Childhood Development Actors (NECDA) is now coordinating the official launch and dissemination process. And we are happy to participate in the planning process for its launch while emphasising the importance of ECCE and centering the children of Uganda.

Preparation is cheaper than a crisis
During our Day III session, Richard Guma (Finance & Admin Manager, ACODEV) shared a vital lesson on risk: Knowing the "what," the "who," and the "impact" is only the beginning.
He reminded us that a Risk Register is a predictive tool, not just a historical record. "We must be cognizant of even the most unlikely risks," Richard noted. In the world of CSOs and coalitions, ignoring a 'low-likelihood' risk can quickly turn into an expensive but preventable disaster.

We have successfully completed the morning session, focusing on the four pillars of safeguarding (Policy, People, Procedures, and Accountability). Organizations also completed a Spiderweb tool for Risk Audit to evaluate their current standing.
Main Conclusions: Safeguarding knowledge must be cascaded to all staff levels. Risk matrices should be included in future reports. Safeguarding must address both internal and external environments. Strong Child Safeguarding policies are essential to preventing peer-to-peer abuse.

A Living Legend: Meet Santa Enume.
At 78 years old, Santa Enume is more than a midwife; she is the "Grandmother to the Village" of Akwiridiri. Though she has no biological children, her heart has been a home to over 100 neglected and abandoned children. Living 5km from the nearest hospital, Santa serves as a vital lifeline, providing essential antenatal care and a sanctuary for those in need.
As she beautifully says, "God gave me the opportunity to be a mother to the motherless."
CAPAIDS Uganda is proud to partner with "Tata" Santa to reach vulnerable youth through our education and skilling programs. At our 7th Graduation, we were honored to have her celebrate the 20 survivors of SGBV who successfully completed their rehabilitation.
Together with CivSource @CivsourceAfrica we celebrate her legacy and advocate for the recognition of selfless community volunteers like Santa.
