It’s unfortunately destabilizing but I don’t think ceding public land and neighborhoods to tent cities like was done in portland leads to any good outcomes. These settlements become cesspools of crime and drugs, as happened in Downtown Portland around 2020-2021. They also make the area unlivable for existing residents. There is no good solution but I think forcing homeless into shelters is the best achievable short-term action.

As someone who lived in Portland through COVID and moved to NYC, please don't. We already tried this on the west coast and it was a huge disaster
