I'm sorry, but I disagree. Some of the most Famous Shonen characters are Static Characters, greatest example being Son Goku and Monkey D. Luffy, amongs others. The problem isn't the fact Sonic is a static character, the problem is how the stories are written for the character. And there have been good examples of well-writen Sonic stories with him as a static character, some like 06, Black Knight, heck, even Sonic and the Blade of Courage shows this trope the best, and so many more

As someone who only started DB last year and ended up being fan I realized how surface level the Goku slander is lmao. When you literally watch/read a character grow from childhood to adulthood it's really hard not to love him no matter how "simple" he might seem
