The tribunal found that procurement rules were bypassed and compliance requirements were not met. Following an investigation by the Special Investigating Unit (SIU), the pair were held personally liable for acting fraudulently, with the court ordering them to repay the funds, forfeit profits, and cover legal costs. The case forms part of broader efforts to recover misused public funds, and no criminal charges have been announced.
