Shoelaces are not allowed in prisons or jails due to their potential to be used for suicide or homicide. Why not allow them belts too? Same reason. They wear sandals, loafers or shoes with velcro closures only. The fact that a child predator who should have been in protective custody was in the same cell with a lifer and a prison that allowed shoelaces shows how messed up our correctional facilities are.
