So its Putin, blocking a piece with unrealistic demands, not Zelensky by not accepting them.

Zelenski has repeatedly said he would hold elections after the war is over. Three times he refused to sign a peace contract with Russia. You can draw your own conclusions based upon that.

In Germany, for example, elections would also be suspended in the event of war. The suspension of elections is justified both by the Ukrainian opposition and by the Ukrainian constitution!
