It says it costs $30 for non-members, if you're not and don't want to pay give it a go anyway. Didn't seem request any member-related ID. If you are a student in Australia and into rail stuff you should probably join the RTSA anyway, I think it's free, just the signup sucks

The 34km Cullarin Range Deviation of the Hume Highway, north of Canberra, was opened on April 5th, 1993, 30 years ago this month. It cost $151m ($335m in today's dollars), replacing a two-lane route (red) that closely followed the existing railway (blue).

@hot_rails The precursor of the RTSA was the National Committee on Railway Engineering. Available for download on our website (members section - it's easy to join - rtsa.com.au/membership/ ) is this report from 1981.

The previous route is still in much the same condition it was in 1993 when it was the main road between Melbourne and Sydney. It's wild to think of 25,000 cars per day using this road. Just imagine if the railway had been upgraded to the same extent.
