According to US Census Evansville has been losing population since the 1960s. 141K to 117K, so I agree with Hicks, the Haitians don't appear to be the problem.

The company still imports some parts (30%) from China; so I guess he is looking for an exemption for those parts if he gets his tariff wish? Looks like the lack of tariffs has helped him launch his company.
