Sophia is 4'10, 95 lbs, with dark brown hair and hazel eyes. Sophia was last seen in the 6100 Block of McLaren Ave on January 2, 2025. Sophia was last seen wearing a black hooded sweatshirt, red sweats, black shoes, and wearing a black Adidas backpack. On December 20, 2024, officers responded to the 1600 Block of Response Road regarding a call from someone claiming to be in the parking lot of a medical building with two assault rifles. The caller was threatening to commit a mass shooting due to inadequate medial care for his family member. The caller advised he was in a red vehicle and provided no other description. Officers and an uncrewed aerial system (UAS) of the DFR Program quickly responded to the area and determined there to be no evidence of a shooting and thankfully no-one harmed. The DFR UAS and ground units thoroughly checked the area and did not locate anything unusual. The swift and effective work of our officers and the technology that assisted them played a crucial role in ensuring everyone's safety.

Have a Happy Holiday Season! While we know the most precious gifts should be delivered safe and sober, more and more people are choosing to drive drunk during December. Data from NHTSA shows December drunk driving deaths are the highest in 15 years. To help combat impaired driving, NHTSA reminds you: Drive Sober or Get Pulled Over and If You Feel Different, You Drive Different – Drive High Get a DUI. These campaigns, which run Dec. 11 through Jan. 1, aim to educate people about the dangers and consequences of impaired driving. During this period, law enforcement will be stepping up patrols nationwide to get impaired drivers off the roads. DRUNK DRIVING In December 2022, the most recent data year available, 1,062 people died in drunk driving traffic crashes – the most since 2007. From 2018 to 2022, NHTSA recorded more than 4,750 deaths in drunk driving traffic crashes during the month of December. The tragedy of these deaths is felt year-round, but for many, most strongly during the holidays. DRUG-IMPAIRED DRIVING Like drunk driving, drug-impaired driving is illegal in all 50 states. From 2019-2021, NHTSA conducted a study at several trauma centers and medical examiner offices involving drivers who were seriously injured or killed. The study found that among drivers in trauma centers, about 25% had active THC, which is found in marijuana, in their system. TIPS TO GET HOME SAFELY Tips for Getting Home Safely Without Driving Whether you’re driving, riding or hosting, use these tips to keep you and others safe during this high-traffic time: Plan for a sober ride home and if you need to, designate someone to hold you accountable. If you chose to drink, don’t drive impaired. Call a sober friend, rideshare or taxi, or take public transportation to get home safely. If you’re hosting and see someone who is about to drive impaired, take their keys and help them get home safely — it will be the greatest gift you ever give them. Woman Has Pulmonary Embolism After Being Detained – Death-In-Custody Video Release – 3600 Block of Fulton Avenue To provide information quickly to our community, the Sacramento Police Department is releasing pertinent audio and video files associated with the Death-In-Custody investigation that occurred on November 24, 2024, that is related to an incident that occurred on November 17, 2024, in the 3600 Block of Fulton Avenue. This content comprises one narrated video. The video begins with Sacramento Police Department officers issuing a Notice of Trespass to the woman on November 16, 2024, and concludes with the Sacramento Metro Fire Department responding to provide medical aid to the woman on November 17, 2024, after she was detained for trespassing. All materials released from this incident have been redacted to ensure the confidentiality and privacy of those involved. Faces have been blurred, and audio redactions are signified by redacted audio. Below is a summary of events known to us at this time: On November 15, 2024, at approximately 11 p.m., officers responded to the 3600 Block of Fulton Avenue for reports of a woman who had refused to leave the property for the past two days. Officers contacted the woman, offered to call a tow truck and assistance, however the woman declined both of those options. On November 16, 2024, at approximately 3 p.m., the Sacramento Police Department received an additional call from security in the 3600 Block of Fulton Avenue reporting that the woman was still on scene, refusing to leave. The caller requested the woman be trespassed from the property. Officers responded, contacted the woman, and issued her a Notice of Trespass. On November 17, 2024, at approximately 7 a.m., the Sacramento Police Department received another call from security that the same woman who was trespassed the night before was still on the property, inside of her vehicle, refusing to leave. At approximately 10 a.m., officers responded and contacted the woman. The officers reminded the woman that she was trespassed from the property and called a tow truck on her behalf. At approximately 10:50 a.m., the Sacramento Police Department learned that the woman did not allow the requested tow truck to tow her vehicle. Security at the property requested the police respond back to the scene. An officer responded back to the property, contacted the woman, and offered her transportation and shelter options. After approximately 10 minutes, the officer reminded the woman of the resources or be subject to arrest. During an attempt to arrest the woman for trespassing, the officer opened her car door to remove her from the vehicle. After a brief struggle, the woman was placed in handcuffs. While attempting to put the woman in the back seat of a patrol vehicle, she became unresponsive to the officer’s instructions. The officer requested the fire department for medical assistance for the woman. The Sacramento Metro Fire Department provided emergency medical aid to the woman and transported her to an area hospital. On November 24, 2024, the Sacramento Police Department was made aware that the woman passed away. Preliminary autopsy results showed the woman died from complications of a pulmonary embolism. Due to the woman having a medical emergency while in police custody, the department initiated an in-custody death investigation. The Sacramento County Coroner’s Office released the woman’s identity after the next of kin was notified. This incident is being investigated by the Sacramento Police Department's Homicide Unit, Internal Affairs Division, and Professional Standards Unit. The Office of Public Safety Accountability and the Sacramento County District Attorney's Office are providing oversight by monitoring the investigation. This incident falls under the City Council policy on video release. As a result, all pertinent video and audio associated with this incident will be released to the public within 30 days.

On Monday, December 16, 2024, just after 11:00 p.m., Sacramento Police Department patrol officers responded to the 1600 Block of Scarlet Ash Avenue for reports of a shooting. Responding officers located one female adult with at least one gunshot wound. Officers provided emergency medical aid to the victim until Sacramento Fire Personnel arrived on scene. The victim was transported to an area hospital where sadly she succumbed to her injuries. Due to the circumstances, homicide detectives and crime scene investigators responded to take over the investigation. They processed the scene, canvassed the area, and interviewed witnesses. The circumstances of the incident remain under investigation. This morning, 32-year-old Tevin Lewis was booked into the Sacramento County Main Jail on homicide related charges. The Sacramento County Coroner’s Office will release the identity of the deceased after next of kin have been notified. The Sacramento Police Department encourages any witnesses with information regarding this investigation to contact the dispatch center at (916) 808-5471 or Sacramento Valley Crime Stoppers at (916) 443-HELP (4357). Callers can remain anonymous and may be eligible for a reward up to $1,000. Anonymous tips can also be submitted using the free “P3 Tips” smartphone app.

The Sacramento Police Department (SPD) is pleased to announce its partnership with the US Department of Justice’s Office of Community Oriented Policing Services (COPS) Office. This is a year-long engagement, through the COPS Office Collaborative Reform Initiative Technical Assistance Center (CRI-TAC). With SPD personnel, the CRI-TAC Team, that represents diverse experiences and perspectives in law enforcement, community engagement, research and evaluation, program management, and organizational development, will develop a detailed analysis of the department’s organizational structure and workload to improve efficiency. Additional areas of focus will be civilianization and alternate response models to expand service capabilities and analyzing calls for service to identify trends and allocate resources effectively. Lastly, the organizational assessment will also focus on strengthening community policing strategies to foster trust and collaboration between officers and residents, as well as integrating advanced technologies to improve transparency and operational effectiveness. “Our collaboration with the COPS Office through the Collaborative Reform Initiative reflects our commitment to continuous improvement,” said Chief Kathy Lester. “By embracing innovative strategies and fostering community trust, we are positioning the Sacramento Police Department to better serve the needs of all Sacramento residents.” The COPS Office Collaborative Reform Technical Assistance Initiative encompasses three programs offering expert services to state, local, territorial, and Tribal law enforcement agencies. More information about the Collaborative Reform Initiative Technical Assistance Center, Critical Response, and Organizational Assessment programs information can be found at cops.usdoj.gov/collaborativer… . This continuum of services is designed to build trust between law enforcement agencies and the communities they serve, improve operational efficiency and effectiveness, enhance officer safety and wellness, build agency capacity for organizational learning and self-improvement, and promote community policing practices nationwide. On November 29, 2024, just before 8:00 p.m., Sacramento Police Department patrol officers responded to the area of Northgate Boulevard and Turnstone Drive for reports of a collision involving a vehicle and a pedestrian. Responding officers located the victim, an adult female, suffering from serious injuries. Officers provided emergency medical aid to the victim until relieved by Sacramento Fire Department personnel. Despite these efforts, the victim was sadly pronounced deceased at the scene. Due to the circumstances, detectives from the Major Collision Investigations Unit and crime scene investigators responded to the scene. They will be processing the scene, canvassing the area, and interviewing witnesses. During their investigation, the involved driver, 50-year-old Jose Guizar Diaz, was found to be driving under the influence. He was transported and booked into the Sacramento County Main Jail for charges related to Driving Under the Influence. The Sacramento County Coroner’s Office will release the identity of the deceased after next of kin have been notified. This is a summary of facts known at this time. As the investigation progresses, new information may become available. On November 16, 2024, Sacramento Police Department patrol officers responded to a call of a woman trespassing on private property in the 3600 Block of Fulton Avenue. Private security reported that she had been on the property for several days. Sacramento Police officers issued her a written notice of trespass. On November 17, 2024, just after 7:00 a.m., officers responded to the same location regarding the same woman. Private security reported that she was inside of a vehicle in the parking lot and was still refusing to leave. Officers contacted the woman and told her that she needed to leave the property. She indicated that she was having vehicle issues, so officers requested a tow to assist her. Officers left the scene once the tow was requested. At approximately 11:30 a.m., an officer returned and found the woman still on the property. The woman had declined assistance from the tow company that was called earlier. For nearly an hour, the officer asked the woman to leave the property and offered transportation and shelter options, however she repeatedly declined to accept assistance or leave the property. The officer placed the woman under arrest for trespassing. Following a brief struggle, she was handcuffed, placed in the back seat of a patrol vehicle, and became unresponsive. The officer asked for medical assistance for the woman and the Sacramento Metro Fire Department responded. The female was transported to an area hospital where she remained for medical treatment. On November 24, 2024, the female was pronounced deceased. Due to the female having a medical emergency while being detained by our officers, the department initiated a death-in-custody investigation. Detectives are in the early stages of this investigation. The Sacramento County Coroner’s Office will release the identity of the deceased after next of kin have been notified. This incident is being investigated by the Sacramento Police Department’s Homicide unit, Internal Affairs Division, and Professional Standards Unit. The Office of Public Safety Accountability and the Sacramento County District Attorney’s Office are providing oversight by monitoring the investigation.
