We've addressed this before, but the aesthetic decline is directly attributable to egalitarianism.
Previously, rulers existed at the top of a social hierarchy. You understood who was in charge, and who gets credit (or blame) for the state of the country. They dressed accordingly.
However, today, we have "representatives" who must dress down to pretend to not rule over the people. The end result is a dull uniformity.
