Massachusetts Gov. Maura @MassGovernor @maura_healey has expressed strong opposition to a proposed ballot initiative that could appear on the 2026 state election ballot, which seeks to gradually lower the state's flat income tax rate from 5% to 4% over three years. In an interview on Boston WCVB's "On the Record," she stated that approving the measure would result in a massive budget cut, potentially eliminating up to 65% of education funding, reducing aid to cities and towns, and jeopardizing programs like free school meals, free community college, and expanded financial aid. Healey argued that such a tax reduction would not improve affordability for residents—in fact, it would undermine it by slashing essential services and limiting economic development investments, such as business grants—ultimately harming both residents and business interests. She contrasted her view with comments from New Hampshire Gov. Kelly Ayotte, who has highlighted companies leaving Massachusetts due to high taxes, while Healey emphasized that maintaining revenue supports the investments that keep the state competitive and affordable in the long term. According to the Tax Foundation's 2026 State Tax Competitiveness Index, Massachusetts ranks 43rd overall out of 50 states. The Tax Foundation explicitly describes the state's tax system as featuring "overly burdensome individual income taxes," alongside high property taxes and unemployment insurance taxes.
