Yes it is the norm on paper but this agreement will now make it easier.
It removes one of the major obstacles to the forceful removal of criminals, visa overstayers and failed asylum seekers which is that many of them often claim they don’t have their Nigerian passport or they’ve lost it. Without a passport, the Nigerian government will not allow them to enter Nigeria.
With this new arrangement, the UK government will now issue them UK letters, an alternative identification document with which the Nigerian government will allow them to be admitted back to the country. Understood now?

Besides, it’s a standard practice for criminals to be deported to their home country once they complete their sentence in a foreign prison.
