@calnative72@tnbotts In WA state, police must make an arrest if they have probable cause to believe a DV crime occurred w/i the last 4 hours. RCW 10.31.100 & RCW 10.99.030 officers are mandated to arrest "primary aggressor" even if victim doesn't want to press charges or if no visible injuries exist

@calnative72@tnbotts It's 3,000 miles away therefore an extradition warrant must be issued. It's very complicated when a suspect flees, even within the same state.
US Marshals would have to go pick him up.

@HydrangeaNerd@tnbotts They know his home address. If there was an arrest warrant they would contact the agency in that jurisdiction and have him arrested. He would be held and could be extradited. And I’m sure his attorney would counsel him on turning himself in if there was a warrant.

He fled the scene & didn't let the deputy question him & instead drove 140 mi WEST, SWITCHED rental cars, instead of flying on a paid ticket home, then drove back EAST, crossed state lines and went to FL.
@tnbotts@calnative72 Turn himself in for questioning. Why was there blood in the room? Why did she have a nose injury? Why was she bruised on her face & torso?
She made a report for DV which means someone MUST BE ARRESTED.
DV is a very serious allegation.

He needs to go there and turn himself in.
@tnbotts@calnative72 Innocent until proven guilty refers to the verdict of a trial and only applies to the judge & jury. It's irrelevant here on X at this point because JLR fled the scene & crossed state lines knowing they were looking for him. He switched rental cars & chose not to fly.
