@elonmusk Social security should always be lower than budget. The government knows how many people are on social security and how many people are eligible. The only think that is it certain is how many of us are going to die. Why is Discretionary so high?

Musk hasn't found any fraud though. Not a single example of it. He's just found various government programs he 1) doesn't agree with ideologically, or 2) doesn't understand the purpose of, and is summarily firing people involved with them with no proper review or oversight.
