
DSWD, partner agencies seal partnership to strengthen reintegration programs for former violent extremist offenders
The Department of Social Welfare and Development (DSWD), led by Undersecretary for Operations Monina Josefina Romualdez, joins key government agencies and development partners in the ceremonial signing of a Memorandum of Agreement (MOA) institutionalizing collaborative after-care and reintegration programs for released violent extremist offenders (VEOs) on Monday (April 27) at The Ascott, Glorieta 4, Makati City.
The partnership aims to strengthen coordination among stakeholders in delivering comprehensive after-care services, including psychosocial support, livelihood assistance, and community-based reintegration interventions for former VEOs, supporting long-term peacebuilding and social cohesion efforts.
The MOA brings together the DSWD, Bureau of Corrections (BuCor), National Intelligence Coordinating Agency (NICA), National Commission on Muslim Filipinos (NCMF), Philippine National Police (PNP), Anti-Terrorism Council – Program Management Center (ATC-PMC), Department of the Interior and Local Government (DILG), Department of Agriculture (DA), Department of Labor and Employment (DOLE), Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU), and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), in partnership with Australian Aid and the Reshape Justice Group.
Also present during the MOA signing were BuCor Director General Gregorio Catapang Jr., NCMF Secretary Sabuddin Abdurahim, ATC-PMC Deputy Executive Director Gerry Pulohanan, PNP Police Brigadier General Marvin Joe Saro, BARMM Attorney General Banjo Lucman, DOJ Undersecretary Deo Marco, DOLE Undersecretary Felipe Egargo Jr., NICA Deputy Director General Rodolfo Tor, and representatives from international partners including Australian Embassy Second Secretary Matthew Boyall and Reshape Justice Group Executive Director Dr. Clarke Jones.
