@MoonshotEntmt That's simply wrong. Shikamaru and his dad were on their way to get his Chunin vest when they met Tsunade for the first time. She wasn't Hokage yet, and she wasn't the one to make the decision.

And still didn't become a Chuunin. Beat two unbeatable genin and a jounin/anbu level medical nin in front of Tsunade and she gave it to Shikamaru.
